I have two laptops that are full of junk and nothing I need or want. So I would just reformat the hard drives. But I don't have the Windows disk so is there a way or an app to reformat delete all EXCEPT Windows OS? Or do I really drives?

Laptops can have a recovery partition which restores back to factory default. Maybe you should contact the manufacturer to find out what the procedure is to restore failing factory.
