Fraudsters have locked up my laptop. What can I do?

When I open safari on my laptop, I get a series of pop-ups telling me to call a number because OSX is a virus. I can't remove these pop-ups and they appear whenever I open safari. It would seem that the given number is used by scammers to extort a payment. What can I do, please?
