Get the error code 651 when connecting to the home group

I am trying to connect PC (Win7 Ultimate with all the updates and I have installed Sp1) to a homegroup that my surface pro4 (Win10) opened. I get error 651 and I can not now clear homegroup even by using the Troubleshoot utility. Help, please
