  You are using a laptop with a touchscreen?  Chances are good that you accidentally touch the touchpad while typing, and that moves the cursor.  Go to start / Control Panel / mouse and see if there are controls for adjusting the sensitivity of the touchpad or to disable the touchpad while typing.  Go to the web site of the manufacturer of your and download the latest device drivers, firmware, and software for touchpad you and your mouse (if you also have a mouse - you may have to go the manufacturer of the mouse for these drivers, if she did not come with the system).  New updates can offer options that did not exist before like the ones I mentioned.

  Hi aleeg81, it sounds like the power of the backlight may be suffering from malfunction any or there is a loose video connection. Have you tried to adjust the options and the brightness of the screen to see if it improves things to save energy? If the problem persists and your laptop is under warranty, I would recommend send to Toshiba for investigation. Twinkle is not normal and should not be tolerated if your laptop runs hot or not. It is starting, it is not beep just the caps lock flashes constantly. I checked my other lights and see no other spazzing out like that. I'm rather worried because I had to have a new motherboard and HARD drive in a month of purchase. I googled not materialized. Can someone help me please?
