How can a non administrator user to do certain privileged tasks

I have a question to administration of Windows 7. (I have some experience UNIX admin, but am a novice to Windows).
I want to allow a non administrator user to do 2 of the following tasks:
  1. Installation/update software. Example: upgrade Adobe Acrobat Reader.
  2. Start/stop services. Example: MySQL is configured to be a service that is started manually. The user must be able to start and stop it at will.
I am running Windows 7 Home Premium. I consider the upgrade to Pro if that would help.

In Windows 7, you cannot grant special privileges to ordinary accounts. This applies to all flavors of Windows 7.

  1. Installation/update software. Example: upgrade Adobe Acrobat Reader.
    AFAIR ordinary users are allowed to give the go-ahead for the Acrobat upgrades.
  2. Start/stop services. Example: MySQL is configured to be a service that is started manually. The user must be able to start and stop it at will.
    You will need to do so indirectly via a scheduled task. The task runs under the system account. It start or stop a service using a semaphore file that is created by the user verification.

    AutoCAD Mechanical 2007 is not completely compatible with Windows 7 and is in need of an upgrade. I suggest you to improve and check if this may help:

    Did you run your antivirus as well as any spyware removal?  As davidhk requested, then you are able to turn sharing off the coast, but it just doesn't work?   I suggest creating a new folder and move the data, and then see if other users are still able to view these.

    You must set "" permission to run on each of the Microsoft Office programs (word.exe, excel.exe, powerpnt.exe, etc.) such that the group 'Administrators' and the SYSTEM is allowed to run.  To do this, you do a right click on the .exe file, select 'Properties', then click on the 'Security' tab and change security as you wish.

    If you do not have a 'Security' tab, then it is because you have XP Home Edition, or if you have XP Pro with active Simple file sharing.  For XP Home, you must boot mode safe (repeatedly tap F8 at startup key) and login as an administrator to access this tab.  For XP Pro, follow the instructions in the following article:

    Be specific.

    What exactly are you trying to accomplish?

    You try to say you want to prevent other users to download programs?
    If so,.
    1. don't let them use your admin account.
    2. don't let others know what your password is admin change it if it is already known to others.
    3 setting up an atandard for them user account. Standard user account has privileges to download, install, change settings, etc. etc.

    If you want to lock hard drives to access through a standard or a guest account, you can do this by logging into the administrator account and perform the following steps.
     
    a. open the "computer" folder, and then click the drive that you want to restrict access.
    b. Select Properties
    c. in the properties box, go to the Security tab.
    d. you will see a list of users and groups that can access this drive.
    e. edit this list and take out everything except:

    "Administrators
    "System
    "Your username

    The image of user account can be removed by disabling the Welcome screen. Or, by opting for the classic Windows theme. Follow the method described in this article, if you want to remove the user name and the picture in the Start Menu, without disabling the Welcome screen and Windows XP theme.

    For those who want to delete the user name and the image of user account from the Start Menu, in order to have a blue white Panel at the top, try this:

    Step 1:

    a. start Windows Explorer and go to this folder:

    Regarding the pressing 'F1' to start Windows, you have made no changes or was there a system crash after which the problem started?
