  If you use iCloud photo library you cannot delete pictures after the import (or) - deletions on any device will be on all devices - if storage is a question about a device set to use optimized photos

  Complex issue... but I'll try to offer some ideas.

  Data that cannot be rewritten on the photo files are archived in the
  Windows Live Photo Gallery database owner (Pictures.pd5).
  So... move the files may prevent access to the data.

  If you move the files to another computer, you may have some
  moviing success the Pictures.pd5 file also.

  Sometimes data are not written back to the image files, because they
  are read only... and sometimes it's because of the file format.

  In Photos, select the images you want to put on the external device.

  Photos-> file-> export, and then select the external device as your destination for export.

  You can select an album (or albums) to export and the content of the album is written to the specified destination folder.

  NOTE: You can also get a Dropbox.com account, which includes 2 GB of free storage, and then export the images you want to share in the Dropbox--> Public folder and then send a link to your friends.

  Right-click your folder of the image and choose copy...

  Right-click on the drive letter for your external hard
  drive and choose Paste.

  You can also right click on some files or folders and

  FWIW... the external hard disk file system
