  You can not.  The 2nd Gen AirPort Express is a double router broadband simultaneously ... so the 2.4 GHz and 5 GHz are always on... or... the two are always turned off if you turn off the wireless.

  What you can do, is have a different name for the 5 GHz network, so the 2.4 GHz network has a name and the 5 GHz network will have a different name.  The two networks will continue to use the same wireless network password.

  Thank you.  I'll do it and change my Windows Update settings.  BUT, FYI, in an act even more incredible, the same night I posted my question here, my computer was said upload, and I was still in place at 03:00 (when Windows is set to d/l and install updates).  I went to the kitchen for a bit and returned to my computer to find a countdown - he downloaded updates and "will re-start in 7 minutes" or so and counting down...   Clear the value of Configuration and quit the Registry Editor (but make a note of this in case you want to restore or whatever it turns off).

  Narraror should now be disabled (and perhaps a few other accessibility features - but this problem will be solved).
