I would say do not create an duplicate of the same program thread. However, you can try the steps and check them off below if that helps. These error messages are usually because of DirectX.
a. click Start > run.
b. type regedit and press ENTER.
c. navigate to the following location: HKEY_LOCAL_MACHINE\Software\Microsoft\DirectX
d. click on DirectX, then select Remove.
e. restart the computer.
(f) download and install the latest version of DirectX.

You must remove the preview for your Lightroom Catalog Cache.
It is located in the same folder as the catalog in Lightroom. The name of the cache an extract ends with Previews.LRDATA and should be deleted. Not to be confused with *. LRCAT, which should not be deleted. Here is a picture of what it is named as default Lightroom5catalogPreviews.Lrdata.
Location /Pictures/Lightroom on Mac and my Pictures\Lightroom on Windows Pictures/Lightroom on MAC
Delete this folder and restart Lightroom

I'm waiting for the confirmation of the guys from the Live team on this, but I've corrected this problem.
The error came from the fact that Windows registry stalled Chronogram of some access roads network I had on my computer from a former WHS (Windows Home Server) box so basically, Windows Explorer - WL photo library was still trying reach these network paths, even if in Explorer / settings there is no references to WHS, so registry entries in neutral paths and wrong...
Replace the data of those key in the Windows registry under the HKEY CURRENT USER corrected this problem and I was able to start WL photo library.

One day I can use Windows Live Photo Gallery and the next day I get the above error. I was able to settle this problem once, but I don't remember how or what I did to make it work. He worked for a while then no longer works. Very frustrating because no matter where I look for help online, Microsoft site does not have the permanent solution. I'm running Windows Vita and want to upgrade to Windows 7, but it is not a free upgrade.
