How can I get Caesar IV to work on Windows 7 Home Premium 64 bit?

My father has installed and tried running Caesar IV on our WIndows 7 Home Premium 64-bit system. He could not come, so I offered to help. Not knowing what he had or had not done, I decided to uninstall and reinstall Caesar. I tried to install the version of Dirext X comes with the game (Direct X 9) and tried to run with the latest version of DirectX. I tried to run ALL compatibility modes, and the results are as follows, regardless of which version of DirectX I have:

    Streets and trips 2008, 2009 and 2010 are compatible with Windows 7. Earlier versions may not work, however you can try and use Compatibility Mode.

    If the program is not compatible, then you try to install and run the program in compatibility mode.

    Use the following steps:

    (1) right click on the program

    2) click Properties

    3) click on the Compatibility tab

    (4) select run this program in compatibility mode and select Windows Vista or other operating system, the program has been run successfully.

    All ports are used, and this is the reason why the installation goes through. We can uninstall these devices that are not in use and then try to reinstall the printer. Here's how:
    a. start, point to all programs, point to Accessories, and then click command prompt.
    b. at a command prompt, type the following command and press ENTER:
    Set devmgr_show_nonpresent_devices = 1
    c. type the following command a command prompt and press ENTER:
    Start devmgmt.msc
    d. troubleshoot the devices and drivers in Device Manager.
    NOTE: Click Show hidden devices on the view menu in device managers before you can see devices that are not connected to the computer.
    e. now navigate in imaging devices and then Device Manager expand it. Check if there are any devices that are not highlighted or blurred. Right-click on these devices and choose uninstall.
    f. repeat the same Universal Serial Bus controllers also.
    g. now try to install the printer.
