    If the border remains you can remove by using the crop tool on a photo editing programs such as integrated Windows Paint program.

    When you format your hard drive it will wipe all information off of it (it's your personal files, Windows, everything, etc.), but your computer still won't turn.  Your can configure which devices to start the system turn off the first, so when we need to start installing Windows from a CD, you need to configure the BIOS first boot device to be the CD-ROM drive (follow thesteps to clean install xp).  You must ensure that your CD of Windows XP is in the CDROM drive ready to begin the clean install, and there should be a point when your system say "press any key to boot from the CD-ROM...".
