How can I get rid of the right scrollbar being all the time?

Using Firefox on Windows 8, a Web page that contains a frame that has a long text that it displays a white scroll bar. The same page does not display the scroll bar when using Firefox on Mac. I tried a number of things inclucing enter topic: config before turning off the always show scrollbars entry but nothing seems to work. In other browsers I've tested no scroll bar is still present on this Web page. Does anyone know of a way I can have this scroll bar does not appear except when the text is scrolled? Thanks in advance.

Two thoughts:

(1) later or maybe the last two versions of Mac OS X have a feature at the level of the system that fades the scroll bars if you don't use them and then show them while you are scrolling, or something in that sense. We had complaints about it here from time to time.

(2) Firefox does not allow to color scrollbars, as some other browsers for other browsers may have a transparent bar that corresponds to the background, but Firefox will use the default color and widgets associated with your theme, regardless of what tells the site.

Any other browser on Windows also shows a scroll bar (attached screenshot).
