How can I get the toolbar Style Mac?

My brother recently got a Vista compatible PC from Dell which has a toolbar at the top of the screen which was very Mac-esque.  It's a dell studio laptop and I don't know if this ability is something that only dell studios have, or if all vista computers can find it somewhere.

Anyone has ideas or even know what I mean?  I may be able to convince him of screenshot for me to clarify if necessary.

The OP's question actually has nothing to do with ObjectDock. Some Dell laptops come with an application called the "Dell Dock". Only these last few laptops Dell have and I don't know if it runs on anything else. When you download the Dell Dock, there is a warning on the download page that it only works on some Dell laptops, so you can believe Dell about this. Nothing stops you from downloading the Dell Dock from the Dell Web site and try, however. MS - MVP - Elephant Boy computers - don't panic!
