How can I get windows vista to lock mode?

I am using windows vista ultimate and for some reason, it keeps happening in blocking mode and displaying the login screen after about 1 minute of inactivity. Please read the following and do not waste my time with useless answers, I've seen tons of those on the Microsoft support site. I have all my power options set to 'never '. I don't have a selected screen saver. To clarify what I put in power options, display is set to never turn off. Cover, button / stop and sleep options are set to 'status quo '. Turn off the HDD is set to never. In power, the options are set "never" or "status quo". If anyone can help, I would really appreciate it. And once again, if you do not have a solution, please do not respond.

Control Panel - power - on the top left Options - require a password on Wakeup - check do not require a password

Also right click Desktop - Customize - screensaver - disable the log on the summary screen - apply / OK.
Do this even if you do not have a screen saver. If it is unchecked then check and then go back and
Uncheck the box.

You might also have something in the Advanced Options on your power Plans.
