How can I move a photo from a folder of image file to another folder of photo files?

How can I move a picture of one image to another file

If the file is located in a folder in your own user account and you want to move to another folder in your user account, simply open the windows and right-click/drag the file. If you want to make available to another user on the file system, copy in the Public directory. That's what the Public is for.
