How can I open PS4 without having to remove my preferences?

I use CS3 Web Prem but just updated to CS4 Web Premium I installed subsequently, saved, downloaded all the updates and downloaded the latest driver for my graphics (GeForce 9800 T) card.  I have 4 GB of RAM and use Vista Home Premium for the OS.  I had no problem using the PS3 and Lightroom 2.3.  (CS3 is still on the computer).

When I opened first to Photoshop CS4, I changed the drive to work in my preferences and closed the program.  The next time I tried to open PS, it does not open.  Instead, I got two dialog boxes saying that scratch them file and activation files were locked and telling me to Windows Explorer to unlock.  Then I opened PS while keeping pressed the keys control-alt-shift and changed back preferences the way which they were originally with the C drive that scrape it on the performance tab.  I closed my PS and tried to reopen it again.  The same warnings about the zero, and the activation of the files appeared. I don't know where to find the files from scratch and activation, and the only way I can open the PS is by removing the preferences.

What I need to do in order to set preferences, save the changes and open PS without having to delete the new preferences?

It is likely to be due to the intervention of the UAC on Vista. Turn it off and see if the problem goes away.

I turned it off when I got Vista and it was stopped.

If you want to keep it, you will need to run the program as administrator, I guess.
