  Right, Windows simply run the .exe file and it will take care of the rest...  (You don't need to do anything yourself with the .7z file except have it in the same folder.)

  If the first file is not an .exe file, then your browser may have dropped the extension...  This can happen sometimes, especially when you use IE to download.

  In this case, just rename this file first to add the "." Extension "EXE", then run or double-click it to start the extraction process and CS6 installation. "

  It may not be obvious, but you are missing something.   The interface shows that you are trying to activate a version upgrade.  For this you must either have the old version installed so that Setup can confirm by searching, or you must specify the old version and provide its serial number.  This is what is asked of you in the first image you show... her request for the old version of qualification.
