    I think most of the technicians know how to use a recovery partition, but the real problem for the recovery of Windows 8, it is each brand (oem) will need an installation disc for their particular model. We can install a Dell windows 7 cd on any PC OEM and after doing the updates, it will itself attest. With windows 8 you can even not windows to be installed on the PC if the disk you put in does not support security in the BIOS.  In other words, you need the proper (HP, Dell, etc.) model numbers version of Windows 8 recovery CD similarly be able to install it.
    If you are a system integrator or building a PC for yourself I think that the normal OEM cd should work as long as you you know number OEM KEY or product key.     If your Windows 7 is an OEM version, installed on the computer when you bought it, the manufacturer could have a recovery disk on sale. If it was a retail copy and you always have the appropriate product/serial number, you can get a DVD of their team of parts replacement.
