How do you start "help and support" everytime I try the? Mark my computer says to start the program

I must have deleted at one time or another, I have re-installed my updated windows program in place the disc but it says to start the program, how can I do this?

To solve this problem follow these steps:

(a) click the Start, run menu. In the Run menu box type in:-services.msc and click OK or press the Enter key.

(b) in the Services (Local) window scroll up to the help and Support and double-click it.

(c) change type start Automatic and service status "Start."

(d) click OK/apply.

    You can consult the services to see if the service is running. Click 'Start', click 'run' and in the Run dialog box, type "services.msc".
