  Assuming that it is blocked by Windows Firewall, go to control panel / Security Center or Action Center / Windows Firewall / Exceptions.  You will probably find Spotify here but not controlled.  Check it out to allow the exception (avoid Notepad) and save the changes and leave the firewall.  If she is not there, add it as an exception and it is checked and save the changes and exit the firewall.  Reset.  If this is how you blocked, it should work now.

  You cannot use MSE to do this, so MSE is not the answer to this problem.

  If you have a different security program or another firewall, then the block could come to them if that is how you did (assuming that you are unsure that you used to do) and you need to contact technical support for these programs know how to cancel it as it varies widely in the product.  But the process I described above is probably similar to how others would work (if you just want to check it out for yourself first), if you probably start by opening this program and then how to get to controls the changes would vary too much to help further.
