You can download and install as many times as you like, but you must enable it in order to to use.
You can activate the software on up to two computers at the same time.
You can disable it on a computer via help > deactivate then reactivate using the same step.

How can I get the invite Adobe Creative Cloud?
My studio has download creative cloud and were sent invited by Adobe Creative Cloud to download package. However, I was the only one who did not get an invitation. I thought it was because I had not put in place a prior Adobe account get the email but then discovered none of my colleagues had existing accounts either. Install as often as you wish.
But you can activate the software to be used on a maximum of two PC at any time.
You will not be able to use the software on a 3rd computer (even if it is installed) unless you you free activation on another PC and then activate the software on the PC of the 3rd.

Have 12 servers Citrix XA 6.5 with Adobe Photoshop elements installed 11 currently on them.
I want to upgrade to Adobe Photoshop elements with Adobe Creative Cloud Packager 13.
For this, I have created a package with Adobe Creative packer of cloud, but can not choose when you create this package to upgrade rather than a new installation.
Is this possible with Adobe Creative Cloud Packer? Or I have to buy another version of the PSE13 software (upgrade)?

You will be able to use the same software you bought assuming you purchased volume licenses.
You must create new installation package for PSE 13 as a result of process as below:

I'm just getting started with adobe creative cloud. I hace low loaded Media Encoder CC 2015 as well as first Pro CC 2015, but when every time I select apps in the app it says "download error please aontact costomer support". I tried to reinstall the creative cloud by using the link provided and I also tried manually. I have Windows 7 with a 64 bit system.
