  The phone should be able to detect and select wifi on the cell data when both are present, but sometimes it isn't. If your signal wifi cycles or drops during your call video, data of the cell comes into play to keep you going. Even if wifi is disabled.

  Looks like you store documents on iCloud drive. You can save all your data files on your computer and disable iCloud drive and other features that you do not use.
