  Photoshop Elements 1.0.1 is 15 years old and has not been tested on modern operating systems such as Windows 7 and Windows 10. There is a good chance that it won't work at all. Your best bet is running the program in compatibility mode according to the instructions I link above. However, there is no guarantee.

  Some people have theorized that the problem you are experiencing occurs because PSE1.0.1 only reads the first digit of the version of Internet Explorer on your computer. Therefore, if you have IE10 or IE11 (which you have probably), elements presume you IE1 and returns the error "you must install Internet Explorer 4.0 or more." Therefore, if the compatibility mode doesn't work, it is possible that you could temporarily work around the problem of decommissioning facility the version of Internet Explorer on your computer. Once again, no guarantee, and... fair warning... I'm a Mac user, so I've not tried it myself.
