I suggest that you use the built in recovery tools manufacturers to create a recovery disc or create a system image. I noticed that the upgrade to a later version of Windows can make your inoperable recovery partition.

    Link above is how you get 64 bit DVD, if you have a retail license.

    You can use any Microsoft Vista 64-bit DVD and use your 32 bit key as you say it's Vista Retail

    Or borrow a good Microsoft Vista DVD (not Dell, HP, etc).
    A good Vista DVD contains all versions of Vista.
    The product key determines which version of Vista is installed.

    There are 2 disks of Vista: one for 32-bit operating system, and one for 64-bit operating system.

    If install a cleaning is required with a good DVD of Vista (not HP, Dell recovery disks):

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu

    It is not officially supported.
    One of my friends has tried to install the whole package to XP recently. He made a few components work but in the end he has created so many problems, it uninstalled completely. As for Vista, I don't think it's even just to try it. I am running Windows 2003 on my laptop (4 GB T61) and everything works fine.
    Some people here had some experience on the same topic but, I hope that they share their experiences.

    If you installed the Windows operating system without using the HP recovery media, then you will need to download and install all the drivers missing/software separately.

    You don't mention the model Dell and model number. There may be technical specifications to run Windows 7, but it still might not be perfectly for him.
