How to lock Firefox in a corporate environment?
I need to lock a bunch of preferences so that they cannot be changed by users on multiple computers Windows 7, Firefox running. I was able to get most of the settings that I needed locked in a test environment by using the Firefox Addon-GPO and a .adm template I found online:

The template is outdated and does not match many of the settings, but it was easy to add settings to the .adm template. I do not like this method since I have to install the addon (somehow) on all of the computers. Also, there are a couple of settings I need to configure (such as privacy.sanitize.promptOnSanitize", false) that are not currently in the 'about:config' by default and the GPO does not create them.
So, I have been trying to figure out the other method of configuring Firefox settings in an enterprise environment, and have been working mostly with these articles:

I figured once I have the mozilla.cfg and local-settings.js configured, I can copy them to all of the computers with a script, instead of having to install the GPO AddOn. Here's what my local-settings.js looks like:
Pref ("general.config.obscure_value", 0);
Pref ("general.config.filename", "mozilla.cfg");
And here is my file mozilla.cfg, with some of the parameters set that I have configured:

However, when I copy the mozilla.cfg file to C:\Program Files (x86)\Mozilla Firefox\ and the local-settings.js file to C:\Program Files (x86)\Mozilla Firefox\defaults\pref it has no effect on the settings in Firefox. I can go to about:config and see nothing has changed. Any help is appreciated!
Hello, the mozilla.cfg file isn't very tolerant error - then please first try only with one line to see if it is properly called by the local file - settings.js:
// pref("browser.startup.homepage", "http://www.msn.com");

We deploy Firefox for users in our office. Usually we use usually Public Fox add-on for lock Firefox for users cannot install custom tools. We also disabled compatibility check and disable extended in the firefox.js which seems to be gone in this new version of the amendment. He appears as the migration.js disappeared that we also change. Not to mention the browserconfig.properties configuration.
It looks like you have voluntarily closed the files allowing a company lock Firefox. We dispose also of the private browsing feature which seems not possible.
You can use the extension of the Assistant of CCK (Client customization Kit) to customize your installation of Firefox.

Hello Chaosdruid, This is the correct behavior, ctrl + f to open the search bar, try Firefox Safe Mode to see if the problem goes away. Firefox Safe mode is a troubleshooting mode that disables some settings and disables most Add-ons (extensions and themes).
(If you are using an additional theme, place you in default theme.)
If Firefox is open, you can restart in Mode without failure of Firefox in the Help menu by clicking on the restart with the disabled... modules menu item:
If Firefox is not running, you can start Firefox in Mode safe mode as follows:
- On Windows: Hold down the SHIFT key when you open the desktop Firefox or shortcut in the start menu.
- On Mac: Hold the option key during the startup of Firefox.
- On Linux: Exit Firefox, go to your Terminal and run firefox-safe-mode
(you may need to specify the installation path of Firefox for example/usr/lib/firefox)
Once you get the pop-up, simply select "" boot mode safe. "
If the issue is not present in Firefox Safe Mode, your problem is probably caused by an extension, and you need to understand that one. Please follow the section Troubleshooting extensions, themes and problems of hardware acceleration to resolve common Firefox problems to find the cause.
To exit safe mode of Firefox, simply close Firefox and wait a few seconds before you open Firefox for normal use again.

I think that the default is to open in a new tab in the last active window, but you can check it out here and replace the default value:
