How to manage startup programs if Windows Defender open habit?

When I try to change startup programs, I get an error Windows Defender message: 0x800106ba when I click on the link to open Windows Defender. It used to open this way recently and I read that it might have something to do with other antivirus programs. I was not able to open Windows Defender for the month from the list of programs, but I've always been able to open it when I try to change startup programs, until, like yesterday. I tried running it as administrator and also to open it in the location of the file, but I get the same error message. So, how can I manage my startup programs? Windows Defender is not yet in the list "uninstall programs", but it's in the start menu.

    Some software packages will place their TITLE... at the beginning, without your consent.

    Autoruns is a great program for geeks, but for the average home user it generates so much information it can be a nightmare.

    Stick to the MsConfig - Startup tab in a 1st time, but start in programs and features when cleaning. You don't need to worry about something in the boot if you can remove the program anyway.

    Printer drivers HP is a good example. Many have their program of customer Participation and the consumables installation order plated on by default, but for the majority of users, as they are not necessary. Despite a message claiming that, on the contrary they do not affect printer operation at all.
