How to manually set my screen resolution

My OS is Windows Vista Business
My graphics card is ATI Radeon HD 3650.
As far as I can see, they are incompatible.
I'm really fed up after more than two years of distorted on my screen content.  This is best illustrated by photos

the viewable area of the screen is 17 inches x 10.5 inches.  It is a ratio, as close as d * 5:3.
CatCC ATI had before 1280 x 960 or 4:3 and, of course, I looked fat in my pix (no comments please!)
So I put it 5:3.  It is why photos should now be good... but now I look emaciated, like something from "Roswell".
Why?
It seems that I need something like 1280 x 800, but no such resolution is offered.

CatCC ATI offers resolutions of only...
report 4:3 - i.e. 800 x 600, 1024 x 768, 1152 x 864, 1280 x 960, 1380 x 1050
ratio of 5:3 - 1.e. 1280 x 768, 1380 x 1050.
ratio 5:4-1280 x 1024

On Windows XP, it has been possible to set the resolution manually.  Now I can no longer do.
Is this a result of narrow programming Vista OS, resulting in limited options?
Or Dell just gave me the bad graphics card?
As it is, I can't have nothing to realistic appearance on the screen.  This is ridiculous in our technical age.

Is there a way to get around this?
Or am I finally stuck with a square that will always look like a rectangle, regardless of the resolution, I have chosen?

If you upgraded from XP to Vista or you bought Vista preinstalled, you check with Dell to see if there are Vista compatible drivers.

Dell provides drivers and Dell does not include material on buy operating systems pre-installed on their computers or cell phones, if it's not compatible...

If the graphics card is pre-installed as part of your Dell with Vista preinstalled OS, go to the Dell site and download the last Grapghics / video / Chipset for your computer model and operating system drivers.

    I don't think there is a problem with Firefox, but I got a peek inside and I think I'm able to help.

    The screen resolution is a Windows 8 setting you need to change. I found this walk through (with screenshots) that should help you.

    Hello

    The available screen resolution depends on the graphics driver. You cannot choose the favorite one from the 1680 x 1050 resolution because it doesn t graphics card driver supports.

    Perhaps an update of the graphics driver could help.

    By the way; an inf file must be provided by the manufacturer of the monitor. You can install this file right-click and choosing install.

    I understand from your description you want to change the resolution of the screen.

    To change the Screen resolution, do the following:

    Step 1: Right click on the desktop and select Screen Resolution screen resolution window.

    Step 2: You can see the current screen resolution then the resolution box. If the resolution is less than 1024 x 768 pixels, you can set a higher resolution, if your PC supports. To change the resolution in progress, click resolution box and select a higher resolution.

    Your description is not very clear, are the main steps to configure your display:

    -Make sure you have the latest drivers for your graphics card & monitor installed Windows 7 .

    -Search in the manual of your monitor and find out what the native resolution & refresh rate are for example (1920 x 1080 @ 60 Hz), then go to:

    Start-> Control Panel-> display

    and together that view you these settings.

    -If you have black borders around your screen, you should increase the size of your screen through the software installed normally with your graphics card. For a basic card ATI look for a feature called overscan/underscan. Look for the option to increase the size of the desktop in the nVidia Control Panel for nVidia cards. For othe graphics cards check support manual/website for advice.

    You're probably not using the correct resolution, IE: you use a display standard aspect ratio when you have a widescreen monitor. This can be corrected in the settings/personalize/display of the Control Panel, adjust the slider to resolution here.
