    Right click on the bar and select lock the taskbar. It should not have a check mark next to the left. If there is a tick, click it again.

    Then drag it to the bottom. Once completed, lock the taskbar.

    Please, don't worry about creating another account user has administrator rights. I will help you to create and transfer the data from the old to the new account with the appropriate advice.

    First of all, let's create a new user account. Please follow the steps below:

    To create a user account

    1. To open user accounts, click the Start button , click Control Panel, click user accounts and control of Securityand then click user accounts .

    a. then you are connected to the new user account and the office, press Windows key + E to open two Windows File Explorer (do this twice to open two Windows Explorer).

    b. drag one window in the left corner (edge of the monitor) and drop it. Now, the file Explorer window should take half of the screen. Do the same with another file Explorer, then drag and drop it in the upper right of the screen.

    c. Once you have two windows, half of the screen to each catch (left and right), choose one of the window (either left or a right) to access the data you want to move them to a new or previously created folder the folder. Let's say you do this from the left window.

    d d.. now in the right window, create a new folder navigation on the location where you want this folder in one place. To create a new folder, go to the location (desktop, documents, downloads where you want to save) and right click on an empty area, and then click create a new folder. Name the folder, and then click OK. Double-click the new folder that you created which should be empty.

    e. now since the window on the left, drag the data from the folder you want to move to the new folder (in the right window) and drop it.

    Note: You can also copy the data from the left window and paste into law, however, data will be duplicated until you remove them from the left window after pasting in the right.

    Do this for all the data you want to move to the new folder that you created. Once you have moved all the pictures, you can remove empty folders from the left window or delete the old account user completely.

    From what you describe, the taskbar may be locked.

    Right-click on the taskbar and deselect "lock the taskbar". It should be just above 'Properties' from the context menu.
