How to re - install Windows 7 or roll back to Vista without a recovery disk?

I have a desktop Dell 32-bit windows. My problem is (in addition to being a fool) I tried to fix it year now I'm stuck. Initially I had Vista but my step dad son put windows 7 on it an I have no recovery disk. How can I reinstall windows 7 or vista without a recovery disc back. I have product keys, but as I said no disks. Can one in the cyberland point a real computer dumb in the right direction?
