Thank you for posting.  It seems to me that what you really want is a slightly streaming on Vista Basic.  Since you said that you want to remove things like the Media Center, which leads me to believe that you have Home Premium or Ultimate.

    Check run... as administrator, lucky. Now start the installation directly from setup.exe.

    OK - I had a bit of a kick to look and found something that should get CC in Vista/Win7.
    It seems that the big fix for DC is a patch for this game (similar to .config file of parameters) .ini file.
