How to reinstall Windows without ODD on my NB250?

Dear people,
I have a NB250 (PLL2PE) which gives a code of FAJDH 0xc00000e9 laptop. I want to reinstall windows in the hope that this will help, but the phone doesn't have a cd-rom drive, or received no installation CD. (probably because of the absence of a player?) I have only the installation code of windows on the tile down.

How can I manage Windows reinstall? F8/F12 does not work and so I can't do anything else can start Windows.

    You have two options:

    If you want to reinstall Windows 8, which means remove applications and personal files and settings, you can use the reset and refresh. This is equivalent to a clean install.
