How to remove the user account with password, start menu

I got this laptop from my dads boss and there are two accounts of users per password and I don't know what they are, is it possible to remove them? because I can not get on the phone to use with these passwords there.

At this point your best approach would be to reinstall Windows on this machine.  When you start the machine, search for a key, press the first splash screen OEM that could be labelled 'System Recovery' and [quickly] press this button.

If you do not have what you need to reinstall windows, contact the manufacturer for a set of installation floppies or try some of the suggestions contained in the articles referred to in the following article (which is on the news only that we're allowed to talk in this Microsoft forum taken supported)

    so:

    (1) what do I do to eliminate the appearance of user accounts / Login Screen (i.e., default to my main user

    Account, "DougL12" and should not click)?

    (2) any thoughts as to why the system could be displaying two Occurrences of the user account Login "DougL12" on the

    Click the account icon that was locked and enter the password IF you know and otherwise:

    Try Safe Mode - several times, press F8 that you start. The Admin account there is no default password
    so unless someone has changed, you should have access there. Then Control Panel - accounts - users
    Manage another account - use this down your user account (to the lowest level) APPLY/OK
    then go back and reset it to the Admin APPLY/OK - this clearly allows corruption. Do this several times.
    Then fix the password in your usual account. Do not forget to leave your account administrator if you
    wish.

    If no joy Mode without failure:

    Try this - use the hidden administrator account to lower your user account (to the lowest level) APPLY/OK
    then go back and reset it to the Admin APPLY/OK - this clearly allows corruption. Do this several times.
    Then fix the password in your usual account. Do not forget to leave your account administrator if you
    wish.

    Make another Admin account with your password and use it to fix the others if necessary. (just for
    repair, don't use regular account, not a safety valve) always keep a spare ADMIN account.

    DO NOT LEAVE THE ENABLED LSA OR USE DAILY. If it corrupts you are toast!

I put a supervisor on all laptops password think this problem would be solved (I didn't enter a password each time the machines are enabled), but one of our students seems to have found its way to the HWSetup utility in Control Panel and could save a user password on one of the laptops.

    Well, I think that this problem could be solved by updating the BIOS to the version 2.60 or greater.
    But the problem is that the password has already been fixed.

    I read in the paper of Toshiba that all passwords must be removed before starting the BIOS updates.

    1. create a new shortcut on the desktop that points to cmd.exe. Call Console.
    2. right click on this shortcut, then run it as administrator.
    3. type the following command and press ENTER:
    NET user "xxyyzz" / del
    (replace xxyyzz by name of the user account)

    If you want to also get rid of the folder of the user profile, follow these steps:

    5. log on as an administrator.
    6. open a Console session as it step 2 above.
    7. Enter the following command:
