  I'm sorry to hear that you run on this question with your WiFi. What is a consistent question? It happens without fail immediately whenever you plug the power cord?

  I would first look at the advanced power options.

  Start button > Type 'power' > click Power Options > settings click Change Plan the next selected > click on change advanced power settings > expand card wireless and power saving Mode settings.

I want to set the audio where it seems normal. I could get out of the video and adjust it in audacity, but I won't do that because then it will take me an eternity to align to the clip in FCP and even then it may not work right.   The only way to do it with Photoshop, is to right-click on the clip and change the speed.  So if the clip was recorded at 60 fps and you use it on a timeline of 30 fps, set the speed to 200%

  

  Applications like Premiere Pro and After Effects (and possibly first Elements) allow you to change the frequency of images in sequence by sequence.   Photoshop is a tool very frustrating to use for video editing.  Premiere Elements existed comes with Photoshop Elements for a very reasonable price.  I have no experience with Premiere Elements, but I strongly suspect that this will be an order of magnitude better than Photoshop for video editing.
