How to troubleshoot software confiquration problems in windows defender

I tried to turn on the Defender for months. Windows Defender does not illuminate on the control panel link, or the link in the Security Center. I looked in the System Configuration, the service is checked, but not running. The next box says "Windows Defender is off and open market".

The error box says "timed out error 0x800705b4. Can it be remove and reinstall? I'm not a pro, but have tried to learn more about my computer, I've been using a computer for 3 years, never touched one before.

    If you are looking for drivers updated for the Microsoft SideWinder Precision Pro, there is no updated drivers for this device currently, that work with Windows XP.
     
    You can download the SideWinder Game Device Software for Windows 95 and 98 and install it in Windows XP compatibility mode.
