  I'm not a user of XE, but according to me, the command should work.

  alter system set sessions=whatever_number_youwant scope=spfile;
  

  After that restart and see.

  If this does not work, create the pfile using the command file,

  create pfile from spfile;
  

  Make changes and restart the PB using the pfile file.
