    Looks like you've cut the Ribbon.

    Open WLMail, along the upper left corner, you have some icons if you move the pointer over it, generally: new ' 'response', 'update all' 'customize the Quick Access toolbar. Click on 'Customize Quick Access toolbar' and at the bottom of the list, uncheck the box "cut the Ribbon".

    Hopefully that should get it back.

You are probably asked to give your version of WLMail and Windows so that the answer may be more accurate. In WLMail to find your version of the software, a press on ALT - H.     If you install WLMail on your XP machine, it has to import messages and addresses automatically and nothing will be lost of OE.
