  Mac OS is locked for Mac hardware. Some people supported the hack to install it on the hardware Dell, but its not recommended and certainly not taken. If you want something like Mac OS, you can install Linux since its essentially a commercial version of Linux.

  Windows 8.1 is recommended on this system and the system should have been delivered with Windows 8.1. 8.1 Windows has a default terrible user interface and this should be changed following the instructions here:

You can upgrade the operating system on Mac computers to some extent (HCL), but you can not downgrade reliable, since the old OS doesn't know how to operate new equipment properly. As with Mac OS 8, which was designed for the Motorola 68000 and PowerPC processors, which have long since disappeared.
