  As far as I know you can t change the BIOS password by yourself, because it's a very complicated procedure. To do this you must contact your official service partner Toshiba. They should check, if the device is stolen or not.
  On the Toshiba site, you can find the right service partner.

  There are few things you can do if you have forgotten your BIOS password. The only effective way to reset it is to take the appliance to your nearest authorised Service partner who has the necessary equipment for re-flashing your BIOS chip.   Is not not be able to access you iPad because it is disabled does not for a good hour.
