Loy is not going.
You will need to uninstall the Service Pack on the operating system that is installed to do a repair installation upgrade with this Microsoft Vista DVD which has no Service Packs on it.
The Service Pack on the DVD must be at least the same as the operating system Service Pack level installed to make it work.

I am trying to load lightroom 6 (I needed updating because I bought a Nikon D750 and shoot in raw that apparently my old LR4 cannot read) and he gets to a point and then tells me that is not compatible with Windows Vista but I am running Windows 7 with service pack 1 on my computer (which (according to the box, it was compatible). OEM license is tied to the first machine that is installed on the OEM license dies when this machine dies.
An OEM license is not transferable.
And you need a legal edition of Windows, enabled for upgrade.

so, I'm running vista 64 bit basic, I want to do a fresh install,

You can download the full SP2 for Vista from here: http://www.microsoft.com/en-us/download/details.aspx?id=16468
Save the file to a CD/DVD or USB key.
Once you have the service pack downloaded file, you can use your current Vista CD to install a fresh copy of Windows Vista on your C: drive. Once you have installed Vista you can install service pack 2 directly from the CD/DVD or USB you originally stored it on. All you then need to do is to run the Windows updates to update your system completely.
