I am working on a Dell laptop. Can someone tell me about what 'TAL. ERR"is?

I'll insert a text that I found somewhere else... I still can't get the Dell PC to start. Here is the text.  I think that this problem is an old man, and I'm not sure what to do next.  This is just an excerpt from a very long list of events.

The PC becomes stuck in a perpetual loop and restarts again and again for hours if you let.  The "TAL. ERR"is a pain in my neck.  If anyone has any ideas, I'd love to hear them. Among other long blocks of code, this block of code just keeps repeating.

Dell computer has a hard drive that is partitioned as three logical drives. A partition is for the operating system. Another is for a unit of "Recovery", containing all original applications and the operating system and the smallest is partitioned to contain some utility Dell, which no even saw.

You will see the that last known good Configuration in the advanced options of windows. Please select last known good Configuration and then press enter.
