I can not install a previous version of Photoshop CC. Where is the problem?

I upgraded Photoshop Photoshop CC CC 2015 and Creative Cloud App wants to buy it.

I can not install a previous version of Photoshop CC. Photoshop does not appear in "previous wersions" cloud App Creation tab.
