  You cannot run the last Safari on Mac OS 10.9.

  It requires the latest Mac OS (10.11)

  You can create a new partition and install the latest OS above and use it.

  Then the Mavericks partition boot when you want to use Adobe Creative Suite.

Could you open terminal and type md5 /Users//Downloads/AdobeFlashPlayer_22au_a_install.dmg and see if the value is 99e3ccf6bc343de051908066ea06248e.

  If this isn't the case, then you do not have the good try Flash Player.Please download the get3.adobe.com/flashplayer.update/osx update file.
