  Hi, I had family security to work by removing the local account that I wanted to monitor and adjust it upward with a hotmail instead of just local account. Family safety has started working immediately and exactly as expected. I always think that theres a problem when people are trying to implement local accounts.   You are installing from a cd or the installation of Office 2003 file? (A commercial version?)

  You are connected to the user win std account or did you create a guest account?

  If you are connected to the account admin win, rt click on the installation file and run it as admin
