I can't install Adobe Flash Player on Windows 7, IE11

I can't install Adobe Flash Player on Windows 7, IE11 after countless attempts.  I installed Chrome (which I didn't do, and I still don't know if it was necessary), I updated Java to the latest version, I uninstalled Silverlight (thinking maybe it has been installed by default), I also (temporarily) disabled my Norton protection when installing it the last 4 times, and I made sure that the add-on has been "enabled" in the fall of management modules area , and yet, he does not show it when I do a test of the Adobe system being installed. It also does not appear on my start - search for Adobe programs.  I'm completely frustrated, especially when the web page to download Adobe told me that all the 3 steps are completed and effective and thank you & Enjoy.  I have read the forums as well, but I can't find a solution.  Help, please. Java and Silverlight are two completely different programs, have nothing to do with Flash Player.

Flash Player is a browser plugin and will not appear on a start - search Adobe programs.  It appears in Control Panel > Add Remove programs.
