I can't install or uninstall programs, it says error 5 access is denied, what can I do when I can't install anything?

I had no problem a minute and the next minute, I have problems with some of my programs so I tried to uninstall and it said error 5 access denied or failed to create the temp folder... I don't know what to do because I can't install any programs for the scanner! or the other. I can also do a system restore

I figured out but thank you very much for trying to help :)

Hi, I'm trying to uninstall programs, but still, he stands up and says I need administrator rights, but it does not give me the "Run as Administrator" at this stage.  Does anyone know how to remedy this?  Thank you.

    Hello

You can uninstall a program from your computer if you no longer use, or if you want to free up space on your hard drive. You can use the programs and features to uninstall programs or to change the configuration of the program by adding or removing certain options.

    http://Windows.Microsoft.com/en-us/Windows-Vista/uninstall-or-change-a-program

    1. Open programs and features by clicking on the button start , by clicking on the Control Panel, click programs, and then click programs and features.

    2. Select a program and then click on uninstall. Some programs include the ability to modify or repair the program in addition to uninstall. but many simply offer the option uninstall. To change a program, click on change or repair. If you are prompted for an administrator password or a confirmation, type the password or provide confirmation.
