I can't sync my iPhone contacts to iCloud!

I have loged in iCloud account using safari and my contacts are not sync to the cloud

all settings related iCloud contact on including:

1 - iCloud contacts: on

account by default 2-contact: iCloud

3 contacts > groups > iCloud ✓

I tried:

1 reset the setting

2-turn contacts marketing

3 - log in and out of my iCloud account

4. closing and re open the contact application

there that somehow could transfer all my contacts to iCloud?

I understand that the contacts are not updated to iCloud on your iPhone.  With troubleshooting information provided, it sounds like contacts are stored on another similar to iCloud online contacts Manager.   Some examples of this would be Gmail, Yahoo or an Exchange account.  Here are the steps on how to check if this is the case and how to export and transfer to iCloud.

Check your default Contacts account

Check if your device is configured to display the iCloud contacts:

  1. Open the contact and click groups in the upper left corner.
  2. Make sure all the iCloud is selected.

If you store and edit your contacts using your iCloud instead of a third party, like Google or Yahoo account, account iCloud automatically updates your contacts. Check if your contact is stored with iCloud:

  1. Open the contact and click groups in the upper left corner.
  2. Deselect the [account] option for any account of third parties, such as Gmail or Yahoo.
  3. Make sure all the iCloud is selected.
  4. Tap done to see your list of Contacts. If you do not see the contact you are looking for, it is stored in another account.
  5. You can import contact from a third party in iCloud service.

If your device uses multiple accounts like iCloud, Gmail and Yahoo, make sure that iCloud is your default Contacts account:

  1. Tap Settings > Mail, Contacts, calendars.
  2. In the Contacts section, tap the default account.

    The message may be a bit misleading, although it is precisely correct.  It refers ONLY to what is in your iTunes LIBRARY (music, applications, audio books, etc.) and not any other content and setting on your phone.

    For various reasons, devices can synchronize to a library at once, says the message.  As long as your iTunes library contains all of your past and things like CD import previous purchases, you should be OK.  iTunes will erase the music library on the device but restore it with the same library (since you said you saved all your music and reinstalled on your laptop).

    I don't work for Apple and cannot speak for them.  But I suspect that if Apple were to allow the combination of libraries or "synchronization of information between cells of sharing", (as you said) it could create problems licenses with purchases made through iTunes and the App Store.  I don't think that intent of apples for you force him to lose any music that has not been purchased from them.  You can still download previous purchases:
