I went to the file manually and still once, both work regularly and as administrator and nothing happens, not even an error message.  I tried the download to another drive and then try to install from there and I tried to install Chrome and IE 9 and nothing seems to make a difference.   Yes, Jeff, you're right, I forgot to mention this step, but I have renamed the OOBE in both places, the Common\Adobe files and the local\Adobe file.

  After 3 hours of work with the Adobe support online chat, we finally found a solution.  In addition to all the other procedures, mentioned (CC of uninstall, run Adobe CC cleaner options 1 and 3, then by removing the OOBE files, restart the computer, verify any task, services or processes with Adobe running using the Task Manager) I had to create a nonadministrator user to Windows and install the program under that user.  Finally it worked.  I hope this helps someone else.

  Open the Adobe folder and if necessary remove Adobe Creative Cloud folder. [* important]

  Step 3:

  Press Windows button (located between Ctrl and Alt buttons) with the key R together at once, you will get a command window.

  Then go to the Local > Adobe.

  Open the Adobe folder and delete folders named AAMUpdater and OOBE.

  Step 4:

  Make sure that Adobe Creative Cloud is not listed in the control panel > programs and features. list.
