I have an OEM of Windows Vista version on a dying computer. Can I buy the upgrade for Windows 8 and install it on the new PC, I'm building? The upgrade, is published at the same time as I'm rebuilding my PC. I'm just looking to replace my OS. I need Vista.

An OEM license is not transferable.
