  Unless it is a volume license, cat help should be able to reset your activation. If you contact Adobe technical support via chat and ask to reset your activations, then you can go back to have two available if you think you would like the opportunity to install again a backup facility.

  A single user license allows you to have the software installed and enabled on both machines, so unless you have already activated with two machines, you still have available activation.  So without taking any other action, you should be able to install and activate on the new computer.

  Again, this isn't a problem of PSE, it's a Windows problem, which means that you need to uninstall all your InternetExplorers using system control window. After the required reboot, it should be possible to install your IE11 and like I said above "behavior fruherer Versionen simulieren" ("simulate the behavior of earlier versions). Maybe your 'old version' (that one is?) works like a charm after this procedure.
