From my experience, when the app desktopp starts to work, the only thing that will fix it is to run the cleanup tool:
- Uninstall the desktop CC application.
- Restart your computer.
- Download and run the CC cleaning tool: use of the Adobe Creative Cloud cleaning tool to solve installation problems
- Follow the instructions in the cleaning tool - you want clean Adobe Creative Cloud Desktop.
- Restart your computer.
- Download and install the application of Office CC from here: Download Adobe Creative Cloud apps | CC free trial Adobe

do not manually extract the 7z.
put the two files in the same directory and double-click on the exe file.

I recently downloaded a program on my computer by mistake. When you try to uninstall, I get the message that I don't have authority to remove the program and contact the system administrator. I am the administrator and logged as such.

Yes, you can buy Lightroom without subscribing to Adobe Creative Cloud.
To purchase an upgrade to Lightroom 6 from a previous version, please see this link: products . Scroll to lightroom and click 'buy '. Then click on the selectable text next to "I want to:" and select "upgrade". In the drop-down list, select the version that you are upgrading. I hope that help.

Remove all content following the location on your computer and try to update again.

How to install the new version?
It's not like you have purchased an upgrade to Photoshop. You say 5.5, which I suppose is CS5.5. Photoshop Elements is a watered version of Photoshop that is not an upgrade, unless you have earlier versions of the PSE and PE you don't have versions of qualifications required to use updates.
