I have these two strange programs running. Well actually, "startup items".
I took some screenshots, but I don't see an option to add them, as well as the names are;
tixgbjes and his name in its 'order' is obhboqitssd.exe (in local appdata as the command and HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run as his 'status'), the other is;
cpnfvebi and its name from its location, or the command is instead ydqxdcwtssd.exe (also in appdata\local but another folder and has the same "place")
They both have an unknown manufacturer
All information found in the Configuration of the system. I wonder what it might mean, and of course, I should get rid of them?

How can I configure things if a program runs automatically at startup?
I have a video surveillance program, I would have run automatically using my UID, not root login, when starting my Mini (its running OS X 10.11). What is the best way to do it?
Configure a user account for doing this, set this auto connect user account & also to set the application to open a connection point. System Preferences > users and groups is where you manage all that Setup.
If you need a 'device' you should probably look at running Linux or something that is not as heavy user in OS X: this is very dependent on user names to run applications. You will need to configure the lock screen to restrict access to these user data to anyone with physical access, be aware that this configuration is not ideal for security. Someone could just restart and access the data before the screen saver locks the screen, you could start via a login script, but it is perhaps too easy to defeat too.

I'm not asking the msconfig Startup tab option, but asking to run a home program to load at startup of Windows XP instead of its default Shell Explorer.exe.
(This registry key is placed in the variable Shell REG_SZ to: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon\Shell)
It should be like Bank ATMs (ATM) application. XP must load our home program when it starts and end user should not see the Windows desktop and directly see and interact with our program.

If you set up a playlist in WMP, can go in this folder, right click on the file PlayListName.wpl & select Create a shortcut and then move this shortcut to the chosen above startup folder.

I don't know what your goal is, but if it is to have the PC wake up & play music as an alarm call, then you can do it in Task Scheduler instead if you wanted [which is what I do]. But this would require the PC to sleep rather than turned off and therefore requires to be already logged on to a user account.

What version of Windows are you using?
I would recommend that you look at programs that can run in the Notification (next to the clock in the taskbar) area for a program or a utility that can be active. These are usually programs that start at startup and run until the computer is turned off.
Quit all programs in this area and test to see if this solves the problem.
If this does not help, right-click the taskbar, and then select the Task Manager from the menu.
Click on the Application tab to see if all programs are active. If you find, right-click on the program and select end process in the menu.
